In some ways the Clone Wars are a very odd sort of war, a sort that I don't think we've yet seen on earth, where two political entities fight one another in such a way that the only real 'losses' are the people living in the warzone that often has next to nothing to do with either power. In contrast, the Galactic Civil war has citizens taking up arms against their own government (the Empire) and the Empire's military itself is comprised of citizens. While it's true that structurally we're talking about something akin to a civil war, the Clone Wars differ from this because neither side is actually relying on their own citizens to fight the war.
